Regulation Driving Spec Shifts

On the regulatory side, EU F-Gas Restriction (Annex IV) bans single-split ACs (<=12 kW) with GWP > 150 from January 1, 2027 — a structural pull toward R-290 split and R-32 chillers with GWP > 150 still allowed in larger capacities. In China, GB/T 4706.32-2024 took effect August 1 with explicit A2L / A2 / A3 grading; manufacturers can raise refrigerant charge limits if they ship leak-detection sensors and ATEX-grade venting. California AB 1200 and proposed state-level PFAS restrictions are amplifying the same pressure in the U.S. appliance channel.

5. Policy & Regulatory Developments

United States — Tariffs & Refrigerant Stack

  • Section 232 reduction to 15% on residential HVAC (June 1): President Trump signed a proclamation lowering the Section 232 derivative-product rate on residential heating, AC, and ventilation equipment from 25% to 15%. The exemption for U.S.-origin metals was eliminated April 6 2026, so the effective tariff on Mexican-made HVACR rose from ~8% to ~25% virtually overnight.
  • Section 301 duties on China (Section 232 + 301 stack at 30%+) : Compressors, motors and control boards sourced from China stack Section 232 (25%) and Section 301 (additional). A 125% rate was set but is paused during trade negotiations.

European Union — F-Gas & PFAS

EU F-Gas Restriction Regulation (Annex IV) keeps tightening product thresholds: from January 1, 2027 single-split ACs and heat pumps <12 kW must run on refrigerants with GWP <= 150, structurally redirecting the residential segment to R-290 (GWP 3). Air-conditioner demand was USD 3.18B in 2025, projected at USD 3.38B in 2026 and USD 5.50B by 2032 (CAGR 8.45%). The Saudi district-cooling market alone was USD 1.52B in 2024 and is forecast at USD 2.59B by 2030 (CAGR 9.4%). At the mega-project scale, the NEOM Economic Zone DC plant is being built to 200,000 TR — a single equipment-buying decision that will pull the global scroll-chiller supply chain through 2027.
